CALL TO ORDER – 6:00 p.m.
President Jennifer Pantry called the meeting to order at 6:00 p.m.
APPROVAL OF AGENDA – 6:00 p.m.
Shannon Smith moved, seconded by Wanda Homer to approve the agenda. Motion carried 7-0.
CONSENT AGENDA – 6:00p.m.
a. Approval of minutes of previous meeting (May 20, 2021)

Kevin Wheeler moved, seconded by Andy Akers to approve the minutes of the May 20, 2021 meeting. Motion carried 7-0.
Andy Akers moved, seconded by Wanda Homer to approve the bills except Tiffany Newland reimbursement . Motion carried 7-0.
Shannon Smith moved, seconded by Mike Scheib to approve the reimbursement to Tiffany Newland. Motion carried 6-0-1.
FINANCIAL REPORT – 6:05 p.m. – Tiffany Newland
Total revenue is $373,679, and total expenses are $521,270 for the month of May 2021
a. Approval of financial report
Kirk Newland moved, seconded by Andy Akers to approve the financial report. Motion carried 7-0.
b. Final payment of bills
Jennifer Pantry moved, seconded by Andy Akers to approve amending the 2020-2021 expenditures and revenue budget, so that all budgeted revenue and expenditures are equal, which will allow the final payment of all 2020-2021 bills through June 30, 2021 along with any transfers as needed in compliance with RSMo, Section 67.040. Motion carried 7-0.
c. The Budget message was presented.
Wanda Homer moved, seconded by Shannon Smith to approve the 2021-2022 budget message from Interim Superintendent Rick Roberts. Motion carried 7-0.
d. 2021-2022 Budget
Jennifer Pantry moved, seconded by Shannon Smith to approve the proposed 2021-2022 budget. Motion carried 7-0.
PUBLIC COMMENT TIME – 6:14 p.m.
a. Xavia Cullers-cross country uniform
Xavia Cullers spoke to the board about the importance of cross country uniforms and the difference of them compared to track uniforms.
Herb Austin of the Schuyler County Times will plan to air the monthly Schuyler R-1 School Board meetings each month live on Facebook.
A thank you was received from the kitchen staff for the recent purchases for the kitchens.
OLD BUSINESS – 6:24 p.m.
a. Facility usage discussion/recommendations
Kevin Wheeler moved, seconded by Mike Scheib to approve the proposed changes to regulation 1420 in regards to school facility usage and fees. Motion carried 7-0.
NEW BUSINESS – 6:32 p.m.
a. Debbie Masten – Ag discussion
Debbie discussed the importance of agriculture in Schuyler County and technical schools. She will plan to start a committee with community leaders in hopes of making recommendations to the school board on ideas and opportunities for students in technical areas.
b. Approval by consent agenda the Elementary Counseling evaluation
Kevin Wheeler moved, seconded by Wanda Homer to approve the counseling evaluation. Motion carried 7-0.
c. Fund Balance discussion
Mr. Roberts recommended that after the conclusion of the 2020-21 audit to set a goal of what the fund balance should be and maintained.
d. Fuel contract discussion/approval
Andy Akers moved, seconded by Shannon Smith to approve the MFA Oil fuel contract for one year at $2.5650. Motion carried 7-0.
e. Approval of 2021-2022 lunch prices
Shannon Smith moved, seconded by Wanda Homer to approve the 2021-2022 school lunch price list as presented. Motion carried 7-0.

f. Eligibility criteria for free/reduced meals
Kevin Wheeler moved, seconded by Mike Scheib to approve the eligibility criteria for free/reduced meals for 2021-2022. Motion carried 7-0.
g. 2021-2022 tuition rate
The 2021-2022 school year tuition will remain the same at $7,300.
h. July board meeting will be July 15, 2021 at 6:00 p.m.

Upcoming Events:
● June 7-30 Summer School
Programs
● The 6th Grade Ancient Civilization Museum had 188 visitors. They did a virtual tour for our YouTube channel.
○ They followed up their own museum by visiting the Museum of Art and Archeology on their field trip in Columbia where the students got to see actual artifacts from the same civilizations.
○ 38 6th graders and 4 teachers (Mrs. Smith, Mrs. Roberts, Mr. Worth, & Mrs. Garr) went on the field trip and had a great time. They went to Cosmo Park for lunch and then visited Sky Zone.
● PTO graciously paid for the transportation costs of all 8 field trips. Thank you, PTO! They are also going to help fund our summer school field trip on June 30th.
● Summer school kicked off on June 7th. We have 153 students enrolled going into the second week.
○ Both breakfast and lunch are free through the SFSP program.
○ Our awesome summer school staff is providing instruction in all core subjects with a strong emphasis on math, reading, and writing. They are enjoying PE, library, and gardening classes.
○ They are getting to spend a good amount of time outdoors, as well to enjoy the summer sun.
• Mrs. Wayman introduced new elementary teacher, Susan Burns.
• The elementary PBS (Positive Behavior Support) was recognized as a gold school.
HIGH SCHOOL PRINCIPAL’S REPORT – Kyle Windy – 7:15 p.m.
• Enrollment numbers: Junior/Senior High 233
• Attendance for May: 93.54%
• Attendance for 2020/21: 94.21% (Decrease 1.06%)
2019/20: 95.27%
• 90/90 Rule: 2020/21: 84.00%(Decrease 4.00% )
2019/20: 88.00%
• 26 of 83 students (31%) were on the Junior High A Honor Roll
31 of 83 students (37%) were on the Junior High B Honor Roll
• 60 of 151 students (40%) were on the High School A Honor Roll
43 of 151 students (29%) were on the High School B Honor Roll
Mr. Windy also gave a facility and grounds update. His Superintendent duties will officially begin July 1st.
SPECIAL SERVICES DIRECTOR – Raven Weaver – 7:17 p.m.
Special Olympics:
The Schuyler Special Olympics team went to State Track and Field on June 5, 2021.
They came home with lots of metals and a few sunburns. Alyias Bass and Coach Tammy King will be going to the Special Olympics Team Missouri Selection Camp for Track and Field June 26-July 1, 2021. If they are selected, they will be representing Missouri at the 2022 USA Games in Orlando, Florida. Best of Luck to Alyias & Coach King!
SUPERINTENDENT’S REPORT – Rick Roberts – 7:19 p.m.
Mr. Roberts reported on the budget and there will be finance information coming up in July to set the tax rate in August.
REQUEST FOR EXECUTIVE SESSION – 7:20 p.m.
Shannon Smith moved, seconded by Andy Akers to go into executive session as provided in RSMo.610.021 (3, 13) Personnel Issues. Motion carried 7-0 by roll call vote: Kirk Newland – yes; Shannon Smith – yes; Andy Akers – yes; Mike Scheib – yes; Kevin Wheeler – yes; Wanda Homer – yes; and Jennifer Pantry – yes.
RETURN TO REGULAR SESSION – 8:28 p.m.
Kevin Wheeler moved, seconded by Andy Akers to approve the resignations of CHRISSY MYERS and LUCINDA PERRILLES with the penalty per school Policy 4710. Motion carried 7-0.
Mike Scheib moved, seconded by Kevin Wheeler to approve the following extra duties for the 2021-22 school year. Motion carried 6-0-1.
Junior High Assistant Football – Wyatt Homer and Dylan Homer; 8th grade boys Basketball – Billy Wallace; Baseball – Brad Moncrief and Wyatt Homer; Girls Golf – Dr. Samantha Brush; and Cross Country – Thomas Kirkland.
