CALL TO ORDER – 6:00 p.m.
President Pantry called the meeting to order at 5:00 p.m.
APPROVAL OF AGENDA – 5:00 p.m.
Andy Akers moved, seconded by Wanda Homer to approve the agenda. Motion carried 5-0.
CONSENT AGENDA – 5:00 p.m.
a. Minutes of previous meetings (December 12 & 18, 2023)
b. Bills
Wanda Homer moved, seconded by Jennifer Pantry to approve the minutes of the December 12, 2023 meeting. Motion carried 6-0.
Andy Akers moved, seconded by Marta Aeschliman to approve the minutes of the December 18, 2023 meeting. Motion carried 6-0.
Wanda Homer moved, seconded by Andy Akers to approve the bills. Motion carried 6-0.
FINANCIAL REPORT – 5:02 p.m. – Tiffany Newland – absent
Written report
Total revenue is $989,652 and total expenses are $693,909 for the month of December, 2023.
Marta Aeschliman moved, seconded by Andy Akers to approve the financial report. Motion carried 6-0.
PUBLIC COMMENT TIME – 5:03 p.m. – none
OLD BUSINESS – 6:10 p.m.
a. CSIP quarterly update
Superintendent Windy gave an update.
b. Radio/walkie talkie information
Superintendent Windy will have more information in February.
NEW BUSINESS – 5:04 p.m.
a. Approval of elementary classroom wall project
Tabled until February.
b. Approval of stipends – Parent Ed Professional Development
Wanda Homer moved, seconded by Marta Aeschliman to approve the stipends to Katie Wayman and Rachel Prewitt of $1,100 each for Parent Ed Professional Development. Department of Education will reimburse the school the $2,200. The school will cover the retirement and medicare tax. Motion carried 6-0.
c. Approval of Pathways for Paras – program and payment to para
Wanda Homer moved, seconded by Marta Aeschliman to approve the Pathways for Paras program and agree to pay any para in this program their salary as a para while they are student teaching and not actively working at their para position. This will also include paying their insurance, retirment, social security, and medicare tax. Motion carried 6-0.
d. Approval of Lifeline Memorandum of Agreement
Andy Akers moved, seconded by Jennifer Pantry to approve the Memorandum of Agreement with Lifeline Pure Freedom program. Motion carried 6-0.
e. Approval of coaching resignation
Wanda Homer moved, seconded by Jill Moncrief to approve the coaching resignation of Philip O’Neal for 6/7 grade boys basketball. Motion carried 6-0.
f. Approval of additional substitutes
Marta Aeschliman moved, seconded by Andy Akers to approve Devin Fields and Holly Olson as substitutes for the 23-24 school year. Motion carried 6-0.
g. February meeting: Wednesday, February 21, 2024 at 5:00 p.m.
ELEMENTARY PRINCIPAL REPORT– Katie Wayman – 5:25 p.m.
December Enrollment PK-6: 342 December Attendance K-6: 95.46%

Programs
● The dental truck was at Schuyler R-1 Elementary the days leading up to Christmas break. We had more students sign up for the service this year than we have had previously.
● Coach Ockenfels coordi ated with Pure Freedom to bring their program to our 5th and 6th grade students January 2-5.
● Mini Rams Dance participants are scheduled to perform on January 30th at the JV Boys basketball game. Thank you to the coaches and dancers for organizing this activity!
● We will begin second semester tutoring on Thursday, January 25.
● Tri-County Electric presented on electrical safety to our 4th graders January 24.
HIGH SCHOOL PRINCIPAL REPORT – Ed Koser – 5:25 p.m.
Attendance:
December attendance: 94.55% with 244 students
Year to Date Attendance: 95.17% with 249 students range line 2a Police officer from current Minimum wage of $12.00 to $12.30. The Mayor called for the vote, all in favor. Motion carried. Vote 4-0
A discussion was held on the Employee ordinance and handbook, is to be tabled until next month meeting.
OPEN CLOSED SESSION A motion was made by Tommy Roberts and seconded by Paul Reynolds to enter into closed session pursuant to 610.021.3 RSMo. Personnel at 8:16pm. The Mayor called for a roll call vote, Cole Tippett; yea, Paul Reynolds; yea, Tommy Roberts; yea and John West; yea. Motion carried. A motion was made by Paul Reynolds and seconded by Cole Tippett to close closed session at 8:28pm. The Mayor called for a roll call vote, Cole Tippett; yea, Paul Reynolds; yea, Tommy Roberts; yea and John West; yea. Motion carried. Vote 4-0 CLOSE CLOSED SESSION
The next regular council meeting will be held Monday, February 12, 2024, unless otherwise posted, in City Hall at 209 E Washington St, Lancaster, MO, at 7:00 pm.
As there is no further business, a motion was made by Paul Reynolds and seconded by John West to adjourn the meeting. The Mayor called for the vote, all in favor. Motion carried. Vote 4-0
Mayor McElhinney adjourned the meeting at 8:31 pm
