QUEEN CITY, Mo. — January 15, 2025
The Schuyler R-1 Board of Education convened for its regular session on Wednesday, January 15, 2025, with President Andy Akers calling the meeting to order at 6 p.m. All members were present except for Vice President Jill Moncrief, who arrived at 6:03 p.m.
Key Decisions and Reports
Financial Report-Director of Finance Tiffany Newland presented the district’s financial report, highlighting $933,136 in revenue and $900,734 in expenses for December 2024. The report was unanimously approved with a 5-0 vote.
Coaching Resignations
The board accepted the resignations of three coaches: Philip O’Neal (junior high girls basketball), Hailey Bleything (junior high softball), and Chris Oliver (boys golf). The motion passed 5-0.
Substitute Approvals
Four additional substitutes—Ben Miller, Kelsey Tallman, Haley Eggers, and Linn Garrett— were approved for the 2024- 25 school year in a motion carried 5-0.
Upcoming Projects and Events
Discussions about bids for building updates, including concession stand restrooms and locker rooms, were tabled until the February meeting.
Elementary Principal Katie Wayman announced several upcoming events, including second-semester tutoring starting January 21, parent-teacher conferences on February 13, and Valentine’s Day parties on February 14. She also reported a December K-6 attendance rate of 94.74% and enrollment of 342 students.
High School Principal Ed Koser reported a December attendance rate of 88.9% and announced events such as the North Shelby Varsity Basketball Tournament beginning January 20 and a Scholar Bowl home tournament on January 25.
Special Services Report
Special Services Coordinator Raven Weaver highlighted that the district is currently serving 120 students across various age groups. She also noted recent achievements in Special Olympics, with student Lucas Melvin earning a gold medal in bowling, and previewed the upcoming Area Basketball event on January 18 in Jefferson City.
Superintendent’s Report
Superintendent Kyle Windy provided an update on the district’s Annual Performance Report from the Missouri Department of Elementary and Secondary Education (DESE) and discussed the implementation of a shot clock in athletics.

The board scheduled its next regular meeting for Wednesday, February 19, 2025, at 6 p.m.
Executive Session and Adjournment
Following an executive session to address personnel and student matters, the board returned to regular session and approved the minutes from the December 18, 2024, meeting. The meeting adjourned at 9:07 p.m.
