Downing Board Approves Grant Policies, Cemetery Work and Employee Raise

DOWNING, Mo. — The Downing Board of Aldermen took several key steps during its regular meeting on June 2, approving new ordinances tied to a demolition grant, addressing infrastructure maintenance, and voting to give the city clerk a raise.
Mayor Alan Garrett called the meeting to order at 6 p.m., with Aldermen Ray Bange, Bob Garrett, Daniel Beeler and Allen Middleton in attendance. Water/Wastewater Operator Tad Anderson, Contract Operator Eric Bowens and City Clerk Carol Dryden were also present.
Following approval of the agenda, prior meeting minutes and monthly bills, the board voted unanimously to allow sewer adjustments only in the case of verified leaks—not for swimming pools or other uses.
Anderson reported that a new water meter for Downing Housing is expected next week, and that he and Bowens plan to conduct a sludge test at the lagoon, which may be reopened depending on rainfall.
In street maintenance, Anderson has been trimming trees and dragging roads and plans to add rock soon. He will also remove the tractor radiator to address a small leak. Cemetery upkeep is ongoing, with saplings being cut between headstones and road improvements underway.
The board introduced and unanimously approved several ordinances and resolutions necessary for participation in the city’s Demolition Grant program. These included:
A Conflict of Interest Policy
An Excessive Force Prohibition Resolution
A Fair Housing Ordinance
A Grievance Procedure
A Procurement Policy
In old business, the board accepted a counteroffer from Dakota Elder regarding a property he has been pursuing.
The board entered closed session at 7 p.m. to discuss financial matters, including compensation. A motion was approved to give Clerk Carol Dryden a raise. The board returned to open session at 7:30 p.m. and adjourned at 7:45 p.m.
