Downing Sets Special Meeting to Finalize Demolition Grant

The Downing Board of Aldermen met in regular session on July 7 with Mayor Alan Garrett presiding. Aldermen Ray Bange, Bob Garrett, Daniel Beeler, and Allen Middleton were present, along with Water/Wastewater Operator Tad Anderson, Contract Operator Eric Bowens, and City Clerk Carol Dryden.
The board approved the meeting agenda, June minutes, and payment of bills unanimously.
Batina Dodge of the NEMO Regional Planning Commission attended to obtain signatures for paperwork related to a demolition grant the city is pursuing. A special meeting was scheduled for July 21 at 6 p.m. to complete all remaining requirements before the grant’s closing deadline of July 28.
In the water and wastewater report, Anderson noted water loss levels remain good. Plans are in place to replace the meter at senior housing, weather permitting. Anderson and Bowens conducted a sludge test on the lagoon, which is in good condition aside from a few areas with heavier buildup. To improve the lagoon, the city purchased 500 bullhead fish.
The board approved the purchase of a new dual meter for Anderson to measure both pH and dissolved oxygen levels.
Street maintenance work continues, with Anderson cleaning ditches and building up roads for new rock. He will also spray weeds along sidewalks downtown. The city tractor has been repaired and is back in operation.
In cemetery news, the city received a $150 donation from Betty and James Riley. The board noted receiving compliments on the cemetery’s upkeep, praising the mowing crew’s work.
Under old business, officials are working on the title deed for property purchased by Dakota Elder from the city.
During closing remarks, the board praised the Downing Fire Department for hosting a “spectacular” fireworks show on June 28, with good food and a large turnout. “Everyone is looking forward to next year,” the minutes stated.
