CALL TO ORDER – 6 p.m.
President Kirk Cohagan called the meeting to order at 6:00 p.m.

APPROVAL OF AGENDA – 6 p.m.
Shannon Smith moved, seconded by Kirk Newland to approve the agenda. Motion carried 6-0.

ELECTION RESULTS – 6 p.m.
Shannon Smith moved, seconded by Jennifer Pantry to approve the election of Mike Scheib, Kevin Wheeler, Wanda Homer, and Andy Akers to the Schuyler R-1 Board of Education. Motion carried 6-0.

Wanda Homer moved, seconded by Jennifer Pantry to adjourn the 2019-2020 Board of Education. Motion carried 6-0.

OATH OF OFFICE – 6:03 p.m.
Mike Scheib, Kevin Wheeler, Wanda Homer and Andy Akers took the Oath of Office.

CALL TO ORDER OF THE 2020-2021 BOARD OF EDUCATION – 6:04 p.m.
ELECTION OF OFFICERS – 6:05 p.m.
Shannon Smith moved, seconded by Wanda Homer to elect Jennifer Pantry as Board of Education President. Motion carried 6-0-1.

Kirk Newland moved, seconded by Wanda Homer to elect Shannon Smith as Board of Education Vice-President. Motion carried 6-0-1

Jennifer Pantry moved, seconded by Shannon Smith to elect Vickie Pierce as Board of Education Secretary. Motion carried 7-0.

Kevin Wheeler moved, seconded by Shannon Smith to elect Wanda Homer as Board of Education Treasurer. Motion carried 6-0-1.

CHECK SIGNATURE APPROVAL
Mike Scheib moved, seconded by Shannon Smith to authorize Wanda Homer, Jennifer Pantry, and Vickie Pierce to sign checks for the Schuyler R-1 School District. Motion carried 7-0.

Amended agenda:
Kevin Wheeler moved, seconded by Mike Scheib to amend the agenda to add an executive session as provided in Rs.Mo.610.021 (3, 13) (Personnel Issues) and Policy 0350 for discussion. Motion carried 7-0.

CONSENT AGENDA – 6:08 p.m.

Shannon Smith moved, seconded by Kirk Newland to approve the minutes of the May 21, 2020 meeting. Motion carried 5-2.

Mike Scheib moved, seconded by Kevin Wheeler to approve the bills. Motion carried 7-0.

FINANCIAL REPORT – 6:15 p.m. – Tiffany Newland
Total revenue is $492,713 and total expenses are $488,897 for the month of May 2020.

a. Approval of financial report
Shannon Smith moved, seconded by Mike Scheib to approve the financial report. Motion carried 7-0.
b. Final payment of bills
Wanda Homer moved, seconded by Kevin Wheeler to approve amending the 2019-2020 expenditures and revenue budget, so that all budgeted revenue and expenditures are equal, which will allow the final payment of all 2019-2020 bills through June 30, 2020, in compliance with RsMo.Section 67.040. Motion carried 7-0.
c. Transportation fund transfer – no action taken
d. GTB Line transfer
Kirk Newland moved, seconded by Shannon Smith to approve the GTB line transfer in the approximate amount of $182,300 from the general fund to the capital project funds. Motion carried 7-0.
e. Activities Account
Kevin Wheeler moved, seconded by Wanda Homer to approve the motion to bring all activity accounts to zero balances that do not have carry over values with the exception of classes and clubs. Motion carried 7-0.

f. Teacher Fund Account
Mike Scheib moved, seconded by Andy Akers to approve the motion to transfer from Fund 1 to Fund 2 to zero out the teacher account. Motion carried 7-0.
g. The Budget message was presented.
Shannon Smith moved, seconded by Kirk Newland to approve the 2020-2021 budget message from Superintendent Carvajal. Motion carried 7-0.
h. 2020-2021 Budget
Shannon Smith moved, seconded by Kirk Newland to approve the proposed 2020-2021 budget. Motion carried 7-0.

PUBLIC COMMENT TIME – 6:37 p.m.
A community member thanked the Board of Education for all they do.

OLD BUSINESS – 6:38 p.m.
a. Summer School Discussion – there will not be summer school this year.

NEW BUSINESS – 6:40 p.m.

a. Approval by consent agenda the Elementary Counseling evaluation; Kevin Wheeler moved, seconded by Shannon Smith to table until July. Motion carried 7-0.
b. Bus driver approval
Mike Scheib moved, seconded by Wanda Homer to approve KARMETA WILSON, as a bus driver for the 2020-2021 school year. Motion carried 7-0.
c. Approval of 2020-2021 lunch prices
Mike Scheib moved, seconded by Wanda Homer to approve the 2020-2021 school lunch price list as presented. Motion carried 7-0.

K-6 – Lunch (Either regular or salad bar) – $2.10
7-12 – Lunch (Either regular or salad bar) – $2.20
K-12 – Reduced Lunch – $.40
K-12 – Breakfast (Regular) – $1.70
K-12 – Reduced Breakfast – $.30
K-12 – Extra Milks/Juices/Snack Milks – Each $.50
Adult – Lunch – $2.95
Adult – Breakfast – $1.70

d. Eligibility criteria for free/reduced meals
Kirk Newland moved, seconded by Kevin Wheeler to approve the eligibility criteria for free/reduced meals for 2020-2021. Motion carried 7-0.
e. 2020-2021 tuition rate
Mike Scheib moved, seconded by Wanda Homer to approve the 2020-2021 school year tuition for the amount of $7,300. Motion carried 7-0.
f. July board meeting will be July 23, 2020 at 6 p.m.

ELEMENTARY PRINCIPAL – Katie Wayman – 6:49 p.m.
The school is continuing to provide meals through June 30th.

HIGH SCHOOL PRINCIPAL’S REPORT – Kyle Windy – 6:49 p.m.
Graduation will be Saturday, July 11 at 10:00 a.m. at the football field. At this time there will be unlimited people to attend graduation. In case of inclement weather, graduation will be held inside on the same date and time with one major exception that only family members being allowed to attend.
SPECIAL SERVICES DIRECTOR – Raven Weaver – 7:02 p.m.
Approximately fifteen special needs students attended the extended school.

SUPERINTENDENT’S REPORT – Steve Carvajal – 7:02 p.m.
Summer cleaning is continuing.

REQUEST FOR EXECUTIVE SESSION – 7:04 p.m.
Mike Scheib moved, seconded by Wanda Homer to go into executive session as provided in Rs.Mo.610.021 (3, 13) (Personnel Issues). Motion carried 7-0 by roll call vote: Kirk Newland – yes; Shannon Smith – yes; Jennifer Pantry – yes; Mike Scheib – yes; Kevin Wheeler – yes; Wanda Homer – yes; and Andy Akers – yes.

RETURN TO REGULAR SESSION – 7:55 p.m.

Mike Scheib moved, seconded by Andy Akers to approve TY DAVIDSON and BRAD MONCRIEF for extra duty positions. Motion carried 7-0.

Policy 0350 discussion – Board members do not receive compensation, if they volunteer for an extra duty.

ADJOURNMENT – 7:58 p.m.
Kevin Wheeler moved, seconded by Wanda Homer to adjourn the meeting. Motion carried 7-0.
